Indian Railway Track CleanUp - Behavioral Change Approach

I am a frequent Railway traveler and from all the coaches (AC, Sitting, Sleeper, General). During my travel came across various experiences and observations. The one is going to share with you.
Vision: Make the Railway Tracks clean. Which helps in achieving Swacha Bharat Mission and taking steps toward a clean India.
Hypothesis: Awareness, responsibility, and behavioral changes in users make this happen.

The Indian Railway system is the most popular and efficient transportation System in India, which is accessible to all people. When I travel in open window coaches, I made an observation passengers are having a habit of throwing waste out of a window like tea paper cub, wrappers, paper-plastic, etc. which creates a lot of distributed/scattered waste on track which is quite tricky for collection and treatment.
The scattered waste on the track creates an unpleasing environment, and environmental reactions to open waste create an unhygienic environment that needs to be taken care of.
This waste creates water logging problems during the rainy season as well. People's habits need to be changed by creating awareness.
Many times the dustbin available on Railways does get full of waste as well, so it's convenient for the public to throw the waste through open windows.
To change the scenario of this type of waste generation there are behavioral changes I like to propose which can reduce the scattered waste.
Indian railways to make cleanliness campaign to create awareness on its all railway station for not throwing the waste in an open window and use to dustbin is a must. This behavior and responsibility will create an impact
More the dustbin to install in the coaches and the collection of waste on every station to be done. (New advanced types of dustbin can create more willingness)
In case of dustbin is full passenger has to collect the waste with themself and throw it in a dustbin in the nearest station.
At least put the collected waste below the seat so it can be collected properly and treated.
I hope these minimum changes can positively impact waste management in society.
